I write this letter in support of David Bishop's application to run for the Board.  David has a great love of bighorns and hunting and would be a great asset to the Wyoming FNAWS Board.  David and I have spent time in Wyoming's high country hunting Bighorns and I believe he would have the time, knowledge, and wisdom to further Wyoming FNAWS goals.

Name: Larry Hicks

City, State: Baggs, Wyo.

Have you ever served on a wildlife conservation group committee or board in the past?

In addition to being a past board member on the North American Pronghorn Foundation and a committee member on two chapters of the RMEF in Wyoming I have also served on several other boards or committee’s while not directly related to wildlife the functions of these organization directly influenced wildlife habitat.

  • Served as a board member and past president of the Wyoming Riparian Association.
  • Served on the National Association of Conservation District - Water Resources Committee.
  • Also have extensive experience working on other boards including: Baggs Solid Waste Disposal District, Savery-Little Snake River Water Conservancy District, West Side Canal Company, and Advisory Board Family Farm Alliance.

How would you improve fundraising?

  • My skills and abilities as a grant writer could possible assisted both directly and indirectly for WY FNAWS related projects and increase the amount of funds available for WY FNAWS by leveraging current fund raising activities with matching grant funds. In my current position I have authored and/or co-authored over $2.2 million dollars in grant dollars for wildlife habitat work in the Little Snake River Conservation District in S.W. Carbon County and over $4.2 million dollars for all natural resource project in th District since 1993. For 2008 I have currently authored/co-authored $777,710 in grants & cooperative agreements for wildlife habitat work in Carbon County Wyoming. These include aspen, wetland, aquatic, sagebrush steppe habitat and permanent land protection through the purchase of a conservation easement. Over 150 different species of wildlife are expected to benefit from projects this year in the Little Snake River Basin.
  • In addition to grant writing my knowledge on how to leverage funds and source of alternative funding could potential benefit WY FNAWS?

How would you improve Membership? Membership is a function of exposure and exposure is a function of activity. Please let me explain.

  • The more people know about WY FNAWS and what they accomplish the more people will want to be a part of what WY FNAWS does. In other words the more we do the more exposure we get. It has been my observation that people want to be affiliate with organization that are highly active and accomplishing a lot of work on the ground.
  • So to address membership the first objective would be to develop a media and public relation outreach campaign to selected and appropriate audiences and concurrently with this strive to increase funding for WY FNAWS to increase the level of and amount a participation of WY FNAWS in bighorn sheep conservation activities.

As a board member, what would be your goals to improve Wyoming FNAWS?

  • Serve as full and active board member "to promote and enhance increasing populations of indigenous wild sheep in Wyoming and the North American continent”.
  • Increase funding available for WY FNAWS and WY FNAWS projects in WY.
  • Increase membership in WY FNAWS.

What are your strengths you would bring to the chapter?

  • Dedication & passion for wildlife and natural resources conservation.
  • Organizational abilities.
  • Strong technical, educational, and job related experience and background in habitat conservation and land management.
  • Abilities to work collaboratively on difficult and complex issues and get things done on!
  • Fundraising.
  • Leadership abilities. Please allow me to elaborate: I have successful developed and worked as the project leader on numerous conservation efforts in Wyoming.

1.      I served as the co-project development and project manager for the Upper Muddy Creek Watershed Project “Seeking Common Ground-Big Game and Livestock on Western Rangelands” project. This was a national demonstration project and the only “Seeking Common Ground” project in Wyoming.

2.      In cooperation with many partners I have worked develop the largest constructed wetlands project in Wyoming and have since its inception in 1993 serve as the project manager.

3.      I have help develop, coordinate, oversee, fund and administer the largest fisheries habitat restoration project on private lands in the State of Wyoming.

4.      Most recently in 2007 I initiated the largest aspen habitat enhancement project in the State of Wyoming. The “Little Snake River Basin – Aspen Conservation Joint Venture” is targeting 12,000 acres of aspen treatments in the next five years. For 2008 I have generated $128,000 to fund the treatment of approximately 1,000 acres of aspen under this initiative. Funding sources include USFS, USFWS, RMEF, USDA-NRCS, Private landowners, WLCI, LSRCD, WGFD, BLM and Devon Energy Co. There may be additional contribution from BP Amaco and Anandarko Petroleum Corp.

I am writing this letter to recommend Steve Kozisek for another term on the WY FNAWS Board. As everyone knows Steve stepped into his position and took over as chair for the WY FNAWS banquet and fundraiser. That in itself says a lot about Steve and his work ethic;  but when you add in the quality of the job he is doing,  it seems to me to be a no-brainer to re-elect Steve to the board.

Respectfully,
Jim Wetzel
